my 83 vision has the same "modification" to that fuse. I don't know why it was done though. I assume it just kept blowing or melted the fuse box in the area of that fuse... so the previous owner put a fusible link in it. The missing fuse in the fuse box tells what the fuse powers but I forget what it is... headlight maybe?
